The Klang Valley is where most of Malaysia's commercial credit is extended — and where most of it goes unpaid. Distributors in Shah Alam and Klang, contractors in Petaling Jaya and Cyberjaya, professional firms in KL city centre, suppliers in Puchong and Subang: the debts look different, but the problem is the same. An invoice has passed its due date, the customer has stopped answering, and chasing it in-house is costing more time than it is worth.
CIRN & CO is a Kuala Lumpur-based recovery firm. We act for creditors across Kuala Lumpur, Selangor and the wider Klang Valley, and nationwide when a debtor is elsewhere in Malaysia.
Our Kuala Lumpur office
CIRN & CO works from No. 95-1, Jalan 3/93, Taman Miharja, 55200 Kuala Lumpur, in Cheras, Kuala Lumpur. Meetings at our office are by appointment — call +603-2333 0582 or email info@cirnco.com. Most matters are handled end to end without you needing to visit.
Areas we cover
We take mandates from creditors and pursue debtors throughout the Klang Valley, including Kuala Lumpur city centre, Petaling Jaya, Shah Alam, Subang Jaya, Klang, Puchong, Cheras, Kajang, Cyberjaya and Putrajaya, and the rest of Selangor. Debtors who have moved or operate in other states are pursued nationwide, from Penang and Johor to Sabah and Sarawak. Debtors outside Malaysia need a different strategy, which we assess case by case.
What we collect in Kuala Lumpur and Selangor
- Unpaid trade invoices — goods supplied on credit terms to distributors, retailers and manufacturers. See B2B trade debt recovery.
- Construction progress claims and retention sums — for sub-contractors and suppliers on Klang Valley projects, including the statutory adjudication route in CIPAA payment claims for sub-contractors.
- Professional and service fees — consultancy, IT, logistics, marketing and maintenance contracts.
- Documented business loans and advances — including claims by individuals where the debt is commercial in nature and properly documented.
- Guarantee claims against directors who personally guaranteed a company's account.
Debt collection in Kuala Lumpur: how it works
- Mandate. You send the file — invoices, contract or PO, delivery evidence, statement of account, correspondence. A senior partner reviews it within 24 hours and you sign a mandate that fixes the fee, the scope and your approval rights over any settlement.
- Letter of demand within 5 working days. A formal, documented demand goes to the debtor, stating the sum, the basis of the claim and a short deadline. See what a letter of demand must contain.
- Negotiation and settlement. We work the debtor directly — full payment, a lump-sum settlement you approve, or a written instalment plan with an acknowledgement of debt.
- Legal action through solicitors, where needed. If the debtor will not engage, the same file moves, with your approval, to advocates and solicitors for a civil claim or, for an undisputed company debt of RM 50,000 or more, a section 466 statutory demand.
- Enforcement. A judgment is turned into money through garnishee orders, a writ of seizure and sale, or a judgment debtor summons — whichever fits the debtor's assets.
Court proceedings are filed in the appropriate court for the size and nature of the claim, through advocates and solicitors. CIRN & CO is not a law firm and does not appear in court; we run the file, the strategy and the debtor contact, and the same file passes to counsel without starting over. The difference between the two roles is set out in debt collection agency vs lawyer in Malaysia, and the full sequence in how to recover debt in Malaysia.
Why does a local collector matter?
Most of a recovery can be done from anywhere. But being based in Kuala Lumpur helps in practical ways:
- Speed. A first action within 5 working days is easier to deliver when the debtor is in the same region.
- Local knowledge. Klang Valley industries — construction, logistics, wholesale distribution, professional services — each have their own payment habits and pressure points.
- Enforcement. When a judgment needs to be enforced against assets, knowing where a debtor actually trades and holds stock matters. See writ of seizure and sale.

How to choose a debt collector in Kuala Lumpur
Ask four questions before signing anything. Does the firm charge upfront, and what exactly does the fee apply to? Who conducts court action, and are they admitted advocates and solicitors? Will any settlement need your written approval? And what is the firm's conduct policy? Our checklist is in choosing a debt recovery firm in Malaysia.
Conduct matters. Hiring a collector is lawful; harassment is not, and a creditor can find its own name attached to a collector's bad behaviour — see is hiring a debt collector legal in Malaysia. We do not threaten, shame or harass debtors, and we do not contact third parties improperly. Every step is documented and lawful.
RM 18.4M recovered across 1,247 commercial mandates in the last 12 months. Contingency fee as low as 10% of what we recover, 0% upfront, claims from RM 1,000, first action within 5 working days, and a senior partner reviews every new file within 24 hours. Frequently asked questions
Do you collect debts outside Kuala Lumpur?
Yes. We are Kuala Lumpur-based and cover the whole Klang Valley and Selangor, and we pursue debtors nationwide, including Penang, Johor, Sabah and Sarawak.
How much does debt collection in Kuala Lumpur cost?
Nothing upfront. We work on contingency, with a fee as low as 10% of the sums actually recovered, depending on the age, size and documentation of the debt. Claims start from RM 1,000.
How quickly will you act on my claim?
A senior partner reviews every new file within 24 hours, and the first action, normally a formal letter of demand, goes out within 5 working days of mandate.
Can you take my debtor to court?
Court action is taken through advocates and solicitors, with your approval. CIRN & CO is not a law firm and does not appear in court, but the same file moves to counsel without starting over.
Is it legal to hire a debt collector in Malaysia?
Yes. Appointing a third party to pursue a lawful debt is legal. What the law prohibits is harassment, intimidation, trespass and public shaming. We use only lawful, documented methods.
